There’s A New Vision for the Town Center

During a special virtual meeting of the Little Falls Planning Board on  Monday, March 21st, John Veteri, Esq., presented KV Realty’s plans for the construction of 74 residential units, six attached townhouse units, and retail space along Paterson Avenue from Main Street to Maple Street.

It is important to note that the KV Realty application is in alignment with the Township’s “Downtown Little Falls Redevelopment Plan” which was approved by the Little Falls Town Council on June 14, 2021.  

The Downtown Redevelopment Plan “….sets standards for development and site improvements in the declared area in need of redevelopment. The introduction of new housing and businesses to the area will activate the downtown streets and create a sense of place within the community, diversify housing stock in the Township, assist it in meeting its affordable housing obligation, and create an increase in bus and rail ridership….”

The KV Realty presentation included several street maps of Paterson Avenue which revealed the projected traffic flow within the Town Center.

Of particular interest is a map of Paterson Avenue between Main Street and Maple Street which can be viewed here.

This street map revealed that traffic could flow one-way along Paterson Avenue from Maple Street to Main Street; that a turnaround could be constructed at the intersection of Paterson and Maple Avenues; and at the intersection of Main Street and Paterson Avenue there could be an extended pedestrian plaza.

In addition, as per the Township’s Parking Plan, there is the potential placement of parking meters within the Town Center, possibly along Paterson Avenue, Main Street and at the proposed public parking lot along Stanley Street.

Clearly, in accordance with the Township’s “Downtown Little Falls Redevelopment Plan,” there’s a new vision for the Town Center which is right around the corner.

Planning Board Agenda (3/21/22) –  New Dwellings Proposed for Paterson Avenue

There will be a special virtual meeting of the Little Falls Planning Board on Monday, March 21 at 7:00 PM to review an application submitted by KV Realty for the construction of seventy four residential units and six attached townhome units along Paterson Avenue (see application details below).

KV REALTY APPLICATION DETAILS:

According to a public notice dated March 11, 2022 KV Realty is seeking to construct the following buildings with the following variances, waivers and exceptions: 

Proposed Addition to Building at 15 Paterson Avenue (Block 111 Lot 9): The applicant plans to maintain and restore the original building and add residential units to the second and third floor. The building will consist of Parking/Storage on Lower Level; Retail/Restaurant on First Floor; 3 residential units on 2nd Floor and 3 residential units on 3rd Floor. Variances required for number of parking spaces, parking space size, no loading space, lot coverage and such other variances, waivers or exceptions as may be shown on the plans submitted by the applicant as the same may be revised and as the Planning Board may determine appropriate and necessary, and for preliminary and final site plan approval to permit the development of the property as reflected on the plans submitted as the same may be revised. 

Proposed Building at 25 Paterson Avenue (Block 111 Proposed Lot 11.01): Parking/Storage on Lower Level; Retail on First Floor; 4 residential units on 2nd Floor and 4 residential units on 3rd Floor. Variances required for number of parking spaces, parking space size, no loading space, lot coverage and such other variances, waivers or exceptions as may be shown on the plans submitted by the applicant as the same may be revised and as the Planning Board may determine appropriate and necessary, and for preliminary and final site plan approval and lot line adjustment/subdivision to permit the development of the property as reflected on the plans submitted as the same may be revised.  

Proposed Lot (Block 111 Proposed Lot 11.02): This proposed lot contains a staircase to the Morris Canal Parking Area, a greenspace and an area for 2 drywells. The lot is proposed to be conveyed to the Township of Little Falls with a drainage/utility easement reserved for KV Realty, LLC its successors and/or assigns. Variances required for lot area and such other variances, waivers or exceptions as may be shown on the plans submitted by the applicant as the same may be revised and as the Planning Board may determine appropriate and necessary, and for preliminary and final site plan approval and lot line adjustment/subdivision to permit the development of the property as reflected on the plans submitted as the same may be revised. 

Proposed Building at 27 & 29 Paterson Avenue (Block 111 Proposed Lots 11.03 and 11.04): Six (6) Townhome Units each with 2 car garages. Variances required for lot coverage and such other variances, waivers or exceptions as may be shown on the plans submitted by the applicant as the same may be revised and as the Planning Board may determine appropriate and necessary, and for preliminary and final site plan approval and lot line adjustment/subdivision to permit the development of the property as reflected on the plans submitted as the same may be revised. 

Proposed Building at 22 Paterson Avenue (Block 112 Proposed Lot 2.01): Retail and Amenity Space on First Floor; 20 residential units on First Floor; 20 residential units on the Second Floor; and 20 residential units on the Third Floor. Variances required for lot width at Maple Street, number of parking spaces, parking space size, no loading space, parking setback at property line, parking setback at building and such other variances, waivers or exceptions as may be shown on the plans submitted by the applicant as the same may be revised and as the Planning Board may determine appropriate and necessary, and for preliminary and final site plan approval and lot line adjustment/subdivision to permit the development of the property as reflected on the plans submitted as the same may be revised. 

Existing Historic Home at 50 Paterson Avenue (Block 112 Proposed Lot 12.02: The applicant plans to restore this historic home and maintain as a single-family home. Variances required for lot width, lot depth, parking setback at property line, parking set back at building and such other variances, waivers or exceptions as may be shown on the plans submitted by the applicant as the same may be revised and as the Planning Board may determine appropriate and necessary, and for preliminary and final site plan approval and lot line adjustment/subdivision to permit the development of the property as reflected on the plans submitted as the same may be revised. 

Existing Building at 44 Main Street (Block 112 Proposed Lot 12.03): This building known as The Bromley at 44 Main was approved by the Little Falls Planning Board in 2015 and completed in late 2017. The building consists of 34 dwelling units and 6 retail stores. The building will remain the same and the lot and parking will be reconfigured as set forth on the plans. Variances required for number of parking spaces, parking space size, parking setback at property line and such other variances, waivers or exceptions as may be shown on the plans submitted by the applicant as the same may be revised and as the Planning Board may determine appropriate and necessary, and for preliminary and final site plan approval and lot line adjustment/subdivision to permit the development of the property as reflected on the plans submitted as the same may be revised. PROPOSED USE: Retail/Residential, Mixed Use Building Hearing for Variances with Preliminary and Final Site Plan Approval and Lot Line Adjustment/Subdivision Approval.

Little Falls residents should bring their questions and concerns to the next Town Council meeting which is scheduled for Monday, April 11th at 7:00 PM in the Municipal Building, 225 Main Street.

During each Council meeting there is an opportunity for residents to make public comments which are part of the public record.

John H. Nix – Civil War Veteran

A visit to the Cedar Grove Cemetery and a grave marker that read “Corp. John H. Nix – CO. K – 25 N.J. Inf.,” which for some reason caught my eye, led me to a research project to determine who John H. Nix was.

The research trail provided the following information:

John Henry Nix (1837 – 1911) was born in Germany and immigrated to the United States in 1852. It is unclear when he settled in what today is Little Falls. 

However, the 1860 U.S. Census noted that John H. Nix was a blacksmith residing with the family of William Jacobus in what was then the Acquackanonk Township, a portion of which became the Township of Little Falls when it was incorporated on April 2, 1868. 

On December 2, 1861 John Nix married Hester C. Brower (1844 – 1907).

Hester, born on Signack Road, was the daughter of Cornelius Brower and Sarah Ann Doremus.

On September 1, 1862, nine months after Nix’s marriage, with the start of the Civil War, he voluntarily enlisted in the 25th Regiment, New Jersey Infantry, Company K. 

Company K was mustered on September 18, 1862 at Camp Cadwallader in Beverly, N. J., and on October 10, 1862 the unit was deployed to Washington, D. C., where it was attached to the 2nd Brigade, Casey’s Division, as part of the defense of Washington, DC. 

As a member of Company K,  John H. Nix engaged in the Battle of Fredericksburg, Va., December 12-15, 1862;  and the Siege of Suffolk, April 11-May 4, 1863. 

Nix was promoted to Corporal on June 1,1863 and he was discharged at Campwallader, Beverly, NJ, with the rank of “chaplain,’ on June 20, 1863.

Many of the veterans of the 25th New Jersey went on to serve in other regiments, most notably the 33rd New Jersey Volunteer Infantry,  and the 38th New Jersey Volunteer Infantry

Following the Civil War, the 1880 U.S. Census noted that John H. Nix worked in a carpet factory (probably the Beattie Carpet Mill); the 1890 U.S. Census reported that he was a blacksmith; and the 1900 U.S. Census noted that John H. Nix and his wife Hester were parents to 10 children. 

John H. Nix’s story ends with his death on August 18,1911 and his burial in the Cedar Grove Cemetery.

The Future of the PNC Bank Building

In a letter to customers dated February 18th PNC Bank announced the closing its Little Falls branch located, at 89 Main Street, effective May 22, 2022.

The decision to close the branch was based on a PNC Bank study regarding the effectiveness of branch offices with respect to physical capacity and the number of customers utilizing each location. As a result, PNC decided that the Little Falls branch should be combined with the Woodland Park branch which is located at 1260 McBride Avenue.

While this may have come as a surprise to Little Falls residents it’s part of a trend toward digital banking and the decision by banks to shrink their brick-and-mortar presence, a trend exacerbated by the COVID-19 pandemic. During 2021 New Jersey saw a net loss of 134 bank branches. 

At this point one might wonder what’s the future of the historic PNC Bank building which was built in 1921? 

An answer might be the possible “adaptive reuse” of the building. This is the practice of taking an existing building and repurposing it for a new use. This is accomplished by choosing to renovate the existing structure for a new purpose rather than opting for demolition.

As an example of what can be done The Bravitas Group of Montclair has undertaken the “adaptive reuse” of the several historic bank buildings in nearby towns.

1) The Citizens National Bank building, built in 1926, located at 307 Bloomfield Avenue  has been rehabilitated and expanded, as The Wilson

2) The Citizens National Bank, built in 1915, located at 333 Bloomfield Avenue, in Caldwell, has been converted into the Grover House

3) In Montclair, a PNC bank building built in 1923, located at 491 Bloomfield Avenue, has been repurposed as the Vault 491.

4) The Chase Bank building built in 1926, located at 17 Watchung Plaza in Montclair, will be repurposed and called The National.

In the midst of the Township’s revitalization of the Town Center the adaptive reuse of the PNC Bank building could help anchor the area leading to further social and economic revitalization. 

In essence a town’s personality can be defined by its buildings.

Demise of free press threatens democracy

Regarding “Can America work without a robust free press?” The op-ed by journalism teacher Rob Miraldi was eye-opening and frightening. The slow demise of newspapers and their coverage of local news is a threat to democracy. This may be to the delight of politicians. Without the press coverage of their “doings,” they are not held accountable for their actions.

The use of blogs and “patches” barely replaces the role that the mainstream media plays in keeping the public informed. In addition, some politicians and conservative pundits have spearheaded an effort to discredit the mainstream media.

Our nation’s Founding Fathers must be turning over in their graves. Something needs to be done.

 Subscribers are Mad as Hell!

During the 2021/2022 Christmas – New Year weekends northjersey.com informed subscribers that they would not receive home delivery of The Record/Herald News on the Friday and Saturday.  

And recently The Record and Herald News subscribers were notified “….that (the newspaper) was changing its print delivery from seven days a week to six starting on March 12……”In other words, The Record and Herald News will cease home delivery on Saturdays – instead subscribers will have access to a full digital version of their newspaper that day.

These changes are being done while  Executive Editor Daniel Sforza stated “We are not wavering in the slightest in our commitment to local news…” and that the newspapers’ “…success depends upon your support of local news through subscriptions and advertising.”

Subscribers might feel otherwise for two reasons 1) coverage of Little Falls news is sparse at best. It’s long overdue for northjersey.com to assign a reporter to exclusively cover the tri-towns of Little Falls, Totowa and Woodland Park  and 2) since subscribers will not receive a total of 56 days of home delivery of the newspaper they are entitled to a two month subscription refund.

Thus, it is time for northjesey.com to provide Little Falls residents with more local news coverage and to give home delivery subscribers a refund for the equivalent of 8 weeks of non delivery of the newspapers.

Who’s watching the Township’s website?

Little Falls residents rely on the Township’s website as a source of timely information about myriad items including its calendar of “up coming events”, videos of Town Council meetings, the posting of Council meeting minutes, municipal service updates, among other items.

Unfortunately the timely posting of some information is lagging

For instance as of this date:

1)  the Township’s website’s upcoming events does not list the scheduled Town Council meeting scheduled for January 24 during which Mayor Damiano will give his “State of the Township” address.

2) the video recordings for Council’s January 4, 2022 reorganization meeting and workshop meetings have not been posted.

3)  the Town Council’s minutes have not been posted for the October 25, November 8, November 22, and  December 6 meetings. 

In should be noted that during the Council’s regular meeting of November 22, 2021 the minutes for the Council’s meetings of October 25 and November 8 were approved;

And that during the Council’s regular meeting on December 20, 2021 the minutes for the Council’s meetings of November 22nd and December 6th were approved.

According to the Open Public Meeting Act N.J.S.A. 10:4-14 “minutes of meetings shall be promptly available to the public.”

In the interest of keeping Little Falls residents informed and involved it is essential that the Township maintain and update the information on its website in a consistently manner.

An informed resident is an empowered citizen.

UPDATE (January 10, 2022 @ 4:15 PM)

Since posting the Blog: Who’s watching the Township’s website? this morning the Township has moved fast to:

1) post the missing 2021 Council minutes except for the minutes from the December 6, 2021 Council meeting; and

2) corrected the Township’s “upcoming events” by adding this item – 01/24/2022 – 1:30pm  :  Township Council Regular Meeting

However, still waiting for the video recordings of the Council’s January 4 Reorganization and Workshop meetings to be posted in the Township’s website – 

LFPD Monthly Reports Are Available

The Little Falls Police Department’s Monthly Reports are included in the approved regular Council meeting minutes which can be accessed here

For instance, the August 2021 Police Department Report is included in the Council’s approved September 27, 2021 regular meeting minutes and can be accessed here on pages 4 -7.

At this time more recent Police Department Monthly Reports can not be accessed, since the Township has not posted the approved regular Council minutes for its October 2021 and November 2021 meetings.

Patiently Waiting…..

The New Year is approaching and the Township hasn’t announced the date, time and location for its 2022 annual “reorganization meeting.”
Last year the Township’s 2021 reorganization meeting was held on January 4, 2021.  

In accordance with N.J.S.A. 10:4-8 and N.J.S.A. 10:4-10 the statement of public notice for the meeting was prominently posted on the bulletin board at the Municipal Building on December 28, 2020 and a copy of the notice was faxed to the North Jersey Herald & News and The Record on the same date. 

Thus, Little Falls residents had adequate and advance notice of the scheduled 2021 reorganization meeting.

As the New Year approaches the clock is ticking and Little Falls residents are patiently waiting for notice regarding the 2022 reorganization meeting’s date, time and location.

December 20th Town Council Meeting: Cannabis manufacturing licenses and more

During the December 20th Town Council meeting  the public will have an opportunity to offer comments on the following resolutions:

1) Two resolutions re: the Park West Diner/Nutley Foods Inc.,  located at 1400 Route 46, involving the transfer of the plenary retail consumption liquor license with respect to chapter 7 bankruptcy for the CGMS diner/corp“trading as” Six Brothers Diner located in Little Falls, New Jersey.

2) Two Township resolutions supporting applications submitted by Leif Enterprises, LLC and Sorella Minitura, LLC to the Cannabis Regulatory Commission for a Conditional Class 2 manufacture license within Little Falls, NJ to operate a manufacturing facility within Little Falls, New Jersey.
 
These applications are in accordance with two cannabis ordinances that were passed during the Town Council’s July 26th meeting
 

Ordinance No. 1415 authorizing establishments duly licensed by the State of New Jersey to grow, process, wholesale, distribute and deliver cannabis, while it prohibits the retail sale of cannabis to consumers within the Business B-2 District specifically along the Route 46 corridor; and Ordinance 1416 establishing a special commercial zone for establishments to grow, process, wholesale, distribute and deliver cannabis, while it prohibits the retail sale of cannabis to consumers.  The special commercial zone (Designated SC) would be established from the existing Industrial zone located on the west side of Paterson Avenue between the existing TV-CBD Zone and Route 46, which was previously designated LI on the zoning map.

The December 20th meeting  will utilize a hybrid model.

This offers residents the option to either attend the meeting in-person or virtually via a live-streamed zoom link.

Residents should note that Council President Sgobba announced on November 23rd that the Town Council will eliminate the ability of Little Falls residents to participate in hybrid meetings, effective January 2022.
 
In person attendance will be limited to 25 members of the public. Wearing face masks is mandatory.

Members of the public attending remotely, who want to make a public comment, should raise their hand in the zoom application.  The meeting’s moderator will queue the members of the public and the Council president will recognize them in order.
